I recently returned from attending a United Nations meeting, where work is progressing on the development of an International Convention on the Rights of People with Disabilities.
Allow me to commence by acknowledging the traditional owners of the land on which we meet today, and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years. Good morning, and thank you for the opportunity to speak at this conference. I'm very pleased to be here. Firstly as a senior Commonwealth public servant not based in Canberra I immediately warm to this forum. The challenges of interacting with, and learning from, our colleagues are increased greatly by the fact that we aren't located in the city viewed by most commonwealth public servants as the centre of the universe.
In the contemporary world, and particularly amongst developed economies, many of us believed that the culture of civil liberties, freedoms and non-discrimination are reasonably well established and these precepts have clear links to innovation, creativity and the broader concepts of economic productivity and a well functioning civil society. Indeed, I believe that many of us had come to accept and expect this to be the situation, and that conferences like the one we attend here today could be built on this very premise.
Despite its rather grand title, this presentation will be a relatively modest attempt to set out the key challenges for human rights in Australia as I see them at the outset of my term as Human Rights Commissioner. Let us begin with a quick survey of the state of human rights internationally and in Australia today.

HREOC is a statutory body independent of government. While our main function is to promote an understanding and acceptance of human rights in Australia, we are also charged with the responsibilities of investigating, and attempting to conciliate complaints of unlawful discrimination under the federal Racial Discrimination Act 1975, the Sex Discrimination Act 1984, the Disability Discrimination Act 1992 and the Age Discrimination Act 2004.1 HREOC also has specific responsibilities to report annually to Parliament on the enjoyment of human rights of Indigenous Australians.
Let me preface my remarks today with the assertion that, generally speaking, Australia has a strong and proud record on human rights. The Australian Government is formally committed to supporting the universal observance of human rights both at home and abroad saying that this policy helps to achieve a more stable and just international order, which benefits the security and prosperity of everyone. In this statement, the Government links peace to the observance of human rights, a topic to which I shall return.
To be honest, this is a rare occasion for me. Much of my career has been spent in the monastic cells of academic institutions teaching the young about different legal systems; their origins and growth, their strengths and weaknesses. Your world - the world of business and industry, finances, profit and loss, sales and marketing - is largely foreign to me in a practical sense.
