On 14 May 2002 the Attorney-General tabled the Social Justice Report 2001, my annual review of the exercise of human rights by Indigenous Australians, and the Native Title Report 2001, my annual review of native title developments, in federal Parliament.

Over the last four years the Human Rights and Equal Opportunity Commission (the Commission) has played a key role in raising community awareness about the human rights Australians with a mental illness. The Commission, through its public inquiry process, brought into national focus how, amongst other things, people affected by mental illness frequently faced discrimination and stigmatisation based on ignorance, fear and inaccurate stereotypes.

It's a great pleasure for me to be back in Perth , and particularly here at the Association For The Blind. During the eighties and nineties I lived in Perth for around ten years. I met and married my wife here, and still have strong family links. We still own property here and, if I have my way, we'll retire back here. Despite the fact that I have lived over East now for 16 years, I still barrack for the Eagles and the Western Warriors, and pronounce the suburb Coogee rather than Coogee.

On 30 March 2007 I was waxing lyrical to my computer screen in Sydney. My words were not quite the same, but they had equal passion and determination. At 1.40 a.m. on that Saturday morning Sydney time, I was having a few glasses of wine and watching Australia line up with 80 other countries at the United Nations (UN) in New York, to sign that same Convention on the first day it was open for signature—via podcast to my computer screen. It was Friday New York time.

Much of my mis-spent youth involved listening to rock bands. At that time the internet hardly existed, as opposed to the ubiquitous role it now plays in our lives. The globalisation of the world economy, including much improved communication and transportation, has increased flows of people across borders. This includes the movement of children, both with their family and unaccompanied. Separated children crossing borders may be refugees, humanitarian asylum seekers, trafficked girls who will be forced to work as prostitutes, or simply children lost in the aftermath of war. So today, children can literally travel across the world undetected and unprotected. And Australia, as part of this global system, has its share of these children.

Firstly I would like to acknowledge the traditional custodians of the land on which we stand and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years and express our aspirations for Australians of the future to be socially just and inclusive.

Every suicide of a young person is not an isolated, individualised event. Certainly it robs the young person of his or her promised future. But it also traumatises the family, the friends, the school or workmates and, especially in a rural or remote community, the entire community. Every suicide of a young person speaks volumes of weeks, months, even years of confusion, alienation, hopelessness and despair leading up to the final and fatal event.

This paper advocates that National Human Rights Institutions (NHRIs) have a very valuable role to play in the Pacific, and that the promotion and protection of human rights in the Pacific would benefit immensely by Pacific nations each establishing a NHRI.
