Senator Scullion, distinguished guests and participants, can I begin by paying my acknowledgement to the Irukandjii Peoples, the traditional owners of the land on which we are meeting and pay my respects to their elders. I would also like to thank the National Indigenous Environmental Health Forum, the conference organising group and Queensland Health for organising this event and for inviting me to address you. Today's launch here in Sydney is part of a national program of launches that I have been undertaking in recent weeks in order to bring issues of human rights significance raised by my latest social justice and native title reports to the attention of Indigenous and other interested communities and organisations. So far, launches have been held in Melbourne, Perth and Broome, with launches in the next week in Alice Springs and Adelaide; to be followed by Brisbane and Darwin after that.

I would like to acknowledge the Anaiwan people as the traditional owners of this country, and to thank the University of New England for the honour of presenting the 1994 Frank Archibald memorial lecture.

Amongst all this expertise, it is fair to ask why is the President of the national human rights commission – and particularly a President who has only fairly recently commenced in this role - here presenting the keynote speech to such a conference?

Thanks for the opportunity to speak to this conference today. You are embarking on this topic, in my view, at just the right time. Unemployment is the lowest it has been for over a decade. Our economy is strong and needing more employees, and our population is ageing, reducing the relative size of the workforce. In coming years, there will be fewer of us to support more of us, so as many people as possible need to be working and paying taxes rather than receiving welfare benefits. What better time to introduce employees with disabilities in larger numbers.

It is my custom to make this acknowledgement at public events because I think recognising Australia's indigenous history is an important element in recognising the truth of our diversity as a people.

Tonight's ceremony is, in part, a belated celebration of the recognition of the ABC as national award winner in the Prime Minister's Employer of the Year awards for 2000.
