There are many influences on government when it comes to Indigenous policy creation. Many have contrasting opinions, some are for pecuniary or self interest, some because they feel Indigenous people get too much, others because it is a power trip, others because of an academic interest and for others because they want to see an improvement in the quality of life of Indigenous people. This speech considers:
1. In what follows I have not ventured into the history of proposals for a treaty between the aboriginal peoples of Australia and the Government of Australia. Others here will know this much better than I. Nor do I wish to suggest in detail what such a treaty might contain, if it were possible to bring it about. My purpose is to address the nature of treaties in international law, the possibility of treaties between state and non-state parties, and some contemporary forms of treaty-making in the international arena that might offer some helpful models or analogies.
To all of you who work with and for Indigenous children and families - my deepest congratulations. Many of you have spent years decrying the treatment of Indigenous children.You have written and spoken, cajoled and attempted to convince and then lobbied some more - just trying to get the people of this country to open their eyes. Your energy has been boundless. Your patience infinite.
I would like to acknowledge the Ngunnawal People , the traditional owners of the land on which we stand, and pay my respects to their elders past and present.

I follow this custom wherever I go to speak in public. I think recognising Australia ' s indigenous peoples and their prior ownership of this land in this way is more than just good manners. It is an important part of recognising our diversity as a nation.
Allow me to commence by acknowledging the traditional owners of the land on which we meet today, and by so doing remind ourselves that Australia's cultural traditions stretch back many thousands of years. I acknowledge also people with disabilities here together with advocates and other conference participants.

I hope you’re all enjoying your hot breakfasts and are extremely grateful for them. "....the fundamental conflict in the next millennium will not be primarily ideological or primarily economic. The great divisions among humankind and the dominating source of conflict will be cultural"...
