GLBTI Human Rights Conference: Issues in the Asia Pacific Region

Many communities use sport as a way to build peer friendships, and enjoy favourite activities in an atmosphere which is safe and supportive. Some years ago- too many sadly- I enjoyed a bi-annual Australian cricket carnival played between teams of people who were blind or had low vision. This is exactly what is happening at these games, and I trust that the links and friendships built through the activities will be positive and long-standing ones, as they were for me.

International law deals with many matters of importance to everyday life: access to the water of rivers for navigation, irrigation and drinking; transport by sea and air; environmental protection; the arrest and extradition of those accused or convicted of crimes. This session focuses primarily on relationships between National Human Rights Institutions (NHRI’s) and the Judiciary, but as well touches on their relationship with officers of the executive government such as the Attorney-General. One of the stated aims of this session is to assess how the independent institutions of the judiciary and NHRI’s can mutually and independently strengthen national protection systems for human rights.

It is the intention of this paper to explore the concept of citizenship, and some associated ideas in order to present a perspective on the relevance of citizenship to Aboriginal and Torres Strait Islander people. I will seek to examine some key principles in relation to citizenship which must be established in order to ensure full and just respect for the rights and aspirations of Aboriginal and Torres Strait Islander peoples.
