The standard sort of speech that is often delivered by people in my sort of position at this sort of event is a combination of pep talk and pamphlet, with some bits of a law lecture thrown in: telling people with a disability and their advocates that they have rights under discrimination law, and telling employers that they have responsibilities, and attempting to set out the terms and the effect of the provisions of the Disability Discrimination Act (or "DDA").

On 30 March 2007 I was waxing lyrical to my computer screen in Sydney. My words were not quite the same, but they had equal passion and determination. At 1.40 a.m. on that Saturday morning Sydney time, I was having a few glasses of wine and watching Australia line up with 80 other countries at the United Nations (UN) in New York, to sign that same Convention on the first day it was open for signature—via podcast to my computer screen. Aboriginal and Torres Strait Islander Social Justice
1. In what follows I have not ventured into the history of proposals for a treaty between the aboriginal peoples of Australia and the Government of Australia. Others here will know this much better than I. Nor do I wish to suggest in detail what such a treaty might contain, if it were possible to bring it about. My purpose is to address the nature of treaties in international law, the possibility of treaties between state and non-state parties, and some contemporary forms of treaty-making in the international arena that might offer some helpful models or analogies.

Thank you AMTA for support in attending the first meeting of the TEITAC Committee, held from Sep 27-29 at the National Science Foundation in Arlington Virginia, near Washington. Good morning everyone. I'm actually thinking of developing a theory of corporate management based on reactions to that introduction. For example, when I say good morning to first year university students, they echo "good morning" back to me; when I say good morning to politicians, they remain silent, lest they be misquoted; when I say good morning to management consultants, they write it down; and when I say good morning to web content strategists, they hurry off to turn it into a inaccessible bitmap image.

When I was invited to prepare this paper, Andrew Byrnes encouraged me to concentrate on drawing out strategic thoughts from the Australian experience which might be relevant in Hong Kong , and perhaps in other countries also. That is what I hope to do, rather than spending much time simply reciting that experience or the terms of Australia 's legislation.
