I should add, at this point, that my work over the past few years and my inquiry on children in immigration detention (CIDI), in Australia, the report of which "A last resort?" was tabled in the Australian Federal parliament in May of 2004, has made me even more keenly aware of the fragility of child asylum seekers. But more on that later!

I accept with gratitude the honorary doctorate bestowed upon me by the RMIT University - a great University established in 1881 to serve Melbourne's "working men".

In so doing however I am confronted with the classic dilemma of many, namely what fresh insight can I bring to bear on this subject that has not already been canvassed.

It is my pleasure to report to you today on the outcome of deliberations of the Working Group on Human Rights Education. The Australian HR protection system is a direct result of the history and development of white settlement in this country. If you compare us with the United States, we Australians had no free settlement, no War of Independence and little or no nation building by private entrepreneurship; rather it was done by way of British government fiat.

Let me start by saying that Australia is a culturally diverse society with 23% of Australians being born overseas. Amongst others, there is a sizeable Japanese community and, as you may hear from my accent, I myself was born in Poland.
